We have a remote user that we discovered does not have bitlocker enabled. She does appear to have a partitioned logical drive(f) called HP_TOOLS. Our main concern is to bitlocker protect the C drive. The machine is a HP ZBook 15 G3 laptop. we do not image our machines, and in searching for this error, I'm not finding any recent resolutions that fit for Windows 10. This user could possibly bring her laptop in, she is about to be on leave for a while and says she might be able to bring her machine in. I'm open to listen to any/all suggestions about this.

The target system has more than one partition. To prepare the computer for BitLocker, you want to merge unallocated space with an existing partition. You want the following conditions to be true:
I've installed a fresh Windows 10 in a partition on my system, enabling bitlocker. Then I booted Linux from the other partition and overwrote the master boot record with Grub so I could boot Linux and Windows. I also removed an unused NTFS partition, hoping to use it as a shared space between Windows and Linux (don't do it -- Bitlocker needs a NTFS System partition to store the unencrypted boot sector, much like a /boot directory on Linux).

Failing that, change the boot order in the BIOS. First, power on the hardwareand enter the BIOS setup. The boot order option is typically found under aBoot or Boot Priority heading, but it could be anywhere. If support forbooting from a USB or optical drive is not enabled, or has a lower priority thanbooting from a hard drive containing another OS, the hardware will not boot fromthe installer media. This will check the BitLocker status on the C: drive (which is hopefully the OS drive). Keep in mind that if there are other data volumes that are BitLocker encrypted, these will need to be detected and decrypted first. Those systems can be filtered out in the collection targeting or it can be built into the Task Sequence using the same logic as above.
If the target disk fails to appear after making changes in Finder Preferences, you can try to mount the disk manually when the external hard drive not mounting on Mac. Open Disk Utility on the connected Mac and find the target disk. If it is grayed out, select it and click the Mount button. Then, try to access Mac Target Disk Mode again.
This will add "AOMEI Backupper recovery environment" to the boot options menu and you will see it every time you start a computer. Thus, even when Windows 10/11 could not find recovery environment, you can enter WinPE and recover system via AOMEI Backupper.
If you encounter the problem that Windows 10/11 could not find the recovery environment, try above methods to fix it. Or, you can use AOMEI Backupper to create recovery environment or bootable media in case of computer failure.
